Cream the butter, powdered sugar, granulated sugar, vanilla, and water in a mixing bowl. Add the cardamom and flour and mix until the dough comes together in a ball - you can use your hands for this.
Roll the dough into a sausage and wrap in plastic wrap. Refrigerate for about 30 minutes.
Preheat oven to 200°C (390°F). Roll the sausage of dough in the sugar and cardamom. Slice into about 15 slices and lay on a baking sheet lined with baking paper.
Bake for about 15 minutes, until the edges of the cookies turn golden.
